LR (Letter Rogatory is a formal letter of request to a foreign Government/court), to provide certain information during investigation. Each country is sovereign and has its own criminal laws. Without a formal request for assistance in the matters of criminal investigation, the foreign country cannot set into motion the process for repatriation/providing relevant documents/other information required by the investigative agency in India.
DOPT (?) is the nodal department under the Ministry of Home affairs for all such matters. That is why it is routed through DOPT
