Dear Prime Minister:

You may by now have realized that the 2G Spectrum scandal is not only bad for the country in the dimension of corruption, but now it emerges that there is a national security dimension too. The RAW, IB, CBI, ED all have enough material which they may have placed before you regarding the dubious aspects of the principal player in this scam.

According to my information two sisters, Anushka and Nadia, of Ms Sonia Gandhi had received sixty percent of the kickbacks in this deal i.e. Rs.18,000 crores each. The frequent travel of Sonia Gandhi and her immediate family to Malaysia, Hongkong, Dubai and parts of Europe including London requires to be probed under the law. What requires your special attention is the mode of the travel, not by commercial airliners, but by jets provided by the corporate sector which itself is illegal under the DGCA Rules. I find that often Ms. Sonia Gandhi and family have traveled to Dubai and then traveled onwards on private jets provided by dubious Arab business interests to Europe. It is not clear on what passport they have traveled. In Dubai they were felicitated by agencies of countries which are hostile to India including that of Pakistan.

You can no more not take a stand when evil is permeating in the country in the form of terrorism, religious conversion and demographic infiltration. The ill-gotten money in billions of dollars equivalent, the money laundering and Participatory Notes have all undermined our national integrity. The time is come for you to take a stand.

I am familiar with the information and data with our intelligent agencies. I also know that you can seek cooperation of other countries especially the United States in pooling information especially from inter Intelligence interaction that take place regularly. I hope therefore you will rise to the need of the hour and take effective steps to set right the sorry state of affairs in the country caused by overtly and covertly resident foreigners. In this connection I would like to meet you at the earliest. My Secretary will be in touch with your Secretariat to fix a time.

Neera Yadav got a four-year term in jail. She was the measure as to how low bureaucracy can stoop to. She was former UP chief sec. She once appeared on the front page of some tremendously popular weekly (India Today ??? -- cant remember.) All decked in resplendent saree and ornaments. The magazine reported her to be "The Queen, The king maker, one who could advise the then chief minister Mulayam, and probably worth Rs 4000 crores. She donned even this description as a golden feather in her cap.
No one dares ask this foolish question in this country -- " from where does the money come from?" People are not afraid that others will laugh at their ignorance. They are genuinely concerned that they might be eliminated.
Any guess where is this money stacked? I mean apart from swiss banks? It is stacked in India -- yes, in our own motherland (how patriotic !) Most of the big officers lend this money to various groups who promise them to give fabulous interest rates -- easily double the rates of the banks. In turn these big people give them protection. Every person threatening the janta for protection money is taking the protection from power-men and in turn increasing their money.by taking deposits. And where do these deposits go ? Very learned sources say that a major part goes to spread terrorism.
So today if there is a blast in Varanasi at Sheetala Ghat injuring so many and killing ((till the news came)) a child, then the money has come from such deposits of the ill-gotten money by the ill-getting people.
Let us remember the Nature's Law. A. crime must be punished. No crime can ever go without punishment. That is the Nature's Law. But we have only one choice. Who should get the punishment? If the guilty does not get the punishment then surely an innocent will get it. Are you innocent? Then beware! For you never know for whose crime you will be punished and when and how! As long as YOU and I don't demand that guilty and criminal must be punished, YOU and I are telling the criminals "OK, we are ready to be punished for you."
Tell me now, how many of us are willing to be punished for the criminals? Either that or be prepared to demand that the guilty should be punished.
We have a long list of guilty waiting to be declared so and be punished. Tell me, how many of us believe that Nature will wait as long as we say,-- "Wait, Nature, we have yet to pronounce them guilty!"Those who believe this alone will delay the punishing of guilty. And in the process put all innocent including themselves to the danger. (Of cource, they have a choice -- they need not remain innocent, but join the gangsters)
We have a long list of guilty waiting to be declared so and be punished. Begining with Ajmal Kasab, a foreigner-- an intruder, whose human (?) rights we are protecting to show off to the world (which incidently is laughing at us that we don't even know how to identify an enemy and a danger). We have Afzal Guru, we have the whole gangs in 2-G spectrum and CWG, We had BCCI scam, the Kochhi team scam, the FCI godown scam, the Lawasa scam the Adarsha scam, the karnatak scam the banking loan scam. Remeber all this money will be used to get ourselves killed -- whether it is in Swiss banks -- from there also it goes to fund terrorism) or here in this country. Make your choice -- either swift punishment to those who are scamsters or an eventual punishment to us and our next generation ! And also remeber, the more the delay the more cruel it will be, for The Nature also knows how to punish for delays -- even if we may not be knowing.
Every ill-gootton rupee must bring a curse either on the wrong-doer himself or the innocent. Hence the first Shloka of our first Upanishad -- the Ishavasya says --मा गृधः कस्यस्विद्धनम् । Take only what you have earned. That is the only truth-- your labour and effort, are the only truth. They will create an equivalent money and you take only that and not a pai of other''s--मा गृधः कस्यस्विद्धनम् ।
Today it is Neera Yadav going behind bars. Let others follow sooner and not later.
There are also BIG crooks in industry, political life, and other areas. They too should and will go this way. The efforts of small people in keeping alive the flame against corruption will win. Ham honge Kamyab ek din.

puzzle of the day -- count the zeroes in the scams

It must have been a dream. I was waiting for the traffick signal to turn green when a child waved newspaper at me -- "aaj ki taja khabar --IPL ghoala.. ghotala". The light was green and soon I was at second red signal The child was shouting "Tharur and Pushkar ghotala.. ghotala". Again the light turned green and I reached the third signal where a child was narrating "4000 hectors of prime forest and hills and major dam handed over to Lawasa for commercial exploitation.. ..., ghotala, ghotala". Then came the fourth red signal and the child was saying "wheat rotted in FCI godowns for being given cheaply to liquor brewers.. ghotala ghotala..." then at 5 th red signal the child shouted "Adarsh society scam, ghotala.. ghotala... ". On 6 th red signal child was shouting "CWG scam, ghotala.. ghotala... " Then came 7 th and the child was waving the paper with "2G scam... ghotala,..ghotala". At 8th signal the shout was "karnatak land scam ghotala ghotal...". On 9th it was "LIC bank loan ghotala..ghotala..." and at the 10 th red the child had a difficult headline but he had mugged it up very well "Nira Radia tapes exposes fixing of the match between politicians and industrialists and media persons and the bribery-experts .... this match-fixing scale puts lalit modi -- the arrogant fixer to what a shame! ghotala.. ghotala... in the land of 10 (scam) wonders.. ghotala".
Somehow I escaped without purchasing a single newspaper. On the 11 th traffick signal was a real jam. Someone was saying "a popular school teacher has given this arithmatic homework -- if 1 poor child needs Rs 10,000 per year for education, then how many children can be educated upto 10th standard with all the money that the country paid to the pockets of looters in these scams ? And the entire city population has assembled to solve the math bur are still counting the zeroes to get the answer."

"मराठी बुडवा, इंग्रजी वाढवा" या शासनाच्या उदात्त धोरणाचे पर्यवसन

महाराष्ट्र शासनाने २९ एप्रिल २००८ रोजी परिपत्रक काढून राज्यात विनाअनुदान तत्त्वावर नवीन प्राथमिक व माध्यमिक शाळा सुरू करण्यासाठी किंवा नवीन (वरील इयत्तांचे) वर्ग सुरू करण्यासाठी प्रत्येकी पाच हजार रूपये शुल्कासह प्रस्ताव मागितले व २० जुलै २००९च्या परिपत्रकाने त्यांच्यापैकी सर्व (सुमारे आठ हजार) मराठी शाळांचे प्रस्ताव रद्द केले. त्यानंतर १९ जून २०१० रोजी अशा अमान्य मराठी शाळांना ’अनधिकृत’ घोषित करून अशा सर्व शाळा ताबडतोब बंद करण्यात याव्यात, अन्यथा त्यांना एकरकमी एक लाख रूपये व त्यानंतर प्रतिदिनी एक हजार रूपये असा दंड केला जाईल असे जुलमी परिपत्रक काढले. तसेच (२४ ऑगस्ट २००९च्या पत्राद्वारे) अशा शाळांवर फौजदारी गुन्हे दाखल करण्यात येतील असा हुकूमशाही फतवा काढला. साहजिकच ह्या धमकीमुळे धास्तावून गेलेल्या मराठी शाळाचालकांना आपल्या शाळा बंद करण्यावाचून गत्यंतर राहिले नाही. सातवीपर्यंतचे वर्ग असलेल्या शाळांना आठवी ते दहावीचे वर्ग सुरू करण्यास अनुमती नाकारली गेल्यामुळे सातवी उत्तीर्ण झालेल्या विद्यार्थ्यांचे अनोनात हाल झाले. ह्याची परिणती विद्यार्थ्यांची कुचंबणा होण्यात, पालक अस्वस्थ होण्यात व एकूणच समाज संभ्रमित होण्यात झाली आहे.

अशा प्रकारे महाराष्ट्र राज्याच्या सुवर्णमहोत्सवी वर्षात राज्यशासन एकीकडे मराठी शाळांचे अस्तित्वच संपवण्याचा प्रयत्न करीत असतानाच दुसरीकडे विनाअनुदान तत्त्वावर इंग्रजी माध्यमातील शाळा सुरू करण्यासाठी प्रयत्नशील आहे. इंग्रजी माध्यमाच्या शाळा सुरू करण्यासाठी आमंत्रण देणारी परिपत्रके शासनाने गेल्या दीड वर्षात पुन्हापुन्हा काढली आहेत. जुलै २००९मध्ये मराठी शाळांचे प्रस्ताव रद्द केल्यावर शासनाने ऑगस्ट २००९मध्ये एकूण ११९० इंग्रजी माध्यमाच्या शाळांना आणि त्याचबरोबर ३४ हिंदी, कन्नड व गुजराती माध्यमांच्या शाळांनाही मान्यता दिली, परंतु एकाही मराठी शाळेला महाराष्ट्रात मान्यता दिली नाही. पुढेही तेच सत्र चालू आहे. स्वातंत्र्यपूर्व काळात ब्रिटिशांनीही स्थानिक भाषेवर असे अत्याचार केले नव्हते.

मुलांना प्राथमिक व माध्यमिक शिक्षण देणे हे एक अत्यंत पवित्र कार्य आहे. आईवडिलांच्याकडून घरी मिळणार्‍या संस्कारांबरोबरच शाळेतही मुलांना आपल्या उज्ज्वल भविष्यासाठी आवश्यक ते मूलभूत ज्ञान संपादन करण्यासाठी मातृभाषा हेच सर्वोत्कृष्ट माध्यम आहे हे जगभरातील तज्ज्ञ मान्य करतात. कररूपाने सरकार जनतेकडून पैसा गोळा करीत असते व त्या पैशातूनच इतर खर्चाबरोबर शिक्षणक्षेत्रासाठी पुरेशी तरतूद केली गेली पाहिजे. शासनाच्या एकूण खर्चाच्या ६ टक्के खर्च शिक्षणावर केला जावा असे आपल्या घटनेतच स्पष्टपणे म्हटलेले आहे, यावरून आपल्या सुजाण घटनाकारांनी देशाचे धोरण किती विचारपूर्वक व दूरदृष्टीने ठरवले होते ते स्पष्ट होते. पण त्याहून कितीतरी कमी खर्च करणार्‍या महाराष्ट्र शासनाने अनुदान देण्याचे मान्य केलेल्या शाळांनाही गेल्या पाच वर्षांत वेतनेतर अनुदान दिलेले नाही; मात्र त्याच शासनाने विविध नेत्यांच्या ३६ कारखान्यांना धान्यापासून दरवर्षी एकूण १०० कोटी लिटर दारू गाळण्यासाठी परवाने देऊन त्यांना उदार मनाने अनुदान कबूल केलेले आहे.

महाराष्ट्र राज्याच्या सुवर्णमहोत्सवी वर्षात मुख्यमंत्रीपदी विराजमान असलेल्या श्री० अशोकराव चव्हाण ह्यांनी शासनाच्या संकेतस्थळावरील आपल्या व्यक्तिलेखात (बायोडेटा) आपण महात्मा गांधींच्या विचारसरणीचा अंगीकार केलेला असल्याचे व शिक्षण ही विकासाची गुरुकिल्ली आहे ह्यावर आपला दृढ विश्वास असल्याचे म्हटले आहे. पण माननीय मुख्यमंत्र्यांनी हे लक्षात घेतलेले दिसत नाही की स्वतः महात्मा गांधींनी बालकांना शालेय शिक्षण मातृभाषेतच मिळाले पाहिजे ह्यावर नेहमी भर दिला होता. ह्यावरून गांधीजींचा वारसा सांगणारी आजची आपली सरकारंच त्यांच्या तत्त्वांची कशी पायमल्ली करीत आहेत, हे सहज लक्षात यावं.

कायद्याने शिक्षण हा बालकांचा मूलभूत अधिकार असताना महाराष्ट्र शासनाने शिक्षण देणे हा मात्र गुन्हा ठरवला आहे. शिवाय शिक्षण हा मूलभूत अधिकार असताना आपल्या राज्यातील बालकांचा स्वतःच्या मातृभाषेत शिक्षण घेण्याच्या अधिकार कसा काय नाकारला जाऊ शकतो? खरं म्हणजे, शिक्षण देण्यासारख्या पवित्र कार्यासाठी शासनाची अनुमती घेण्याची आवश्यकताच काय? शासनाने सर्वांना अनुमती द्यायलाच पाहिजे; मात्र समाजहिताच्या दृष्टीने योग्य व वाजवी मार्गदर्शक तत्त्वे नेमून देऊन त्यांचे पालन बंधनकारक करावे.

देशाच्या कायद्यामधील मूलभूत तरतुदींशी फारकत घेतलेले धोरण बदलण्यास शासनाला भाग पाडण्यासाठी ताबडतोब पावले उचलण्याची गरज निर्माण झाली आहे. म्हणूनच डॉ० रमेश पानसे ह्यांच्या नेतृत्वाखाली ’शिक्षण अधिकार समन्वय समिती’ची स्थापना करण्यात आली असून तिच्यातर्फे मराठी शाळांवर व पर्यायाने विद्यार्थ्यांवर आणि त्यांच्या पालकांवर होत असलेला अन्याय दूर करण्यासाठी प्रयत्न केला जात आहे. ह्याचाच एक भाग म्हणून म्हणून राज्यभाषा मराठीतून शिक्षण घेत असलेल्या ठिकठिकाणच्या शाळांतील विद्यार्थी-विद्यार्थिनी, त्यांचे पालक, शिक्षक, शाळाचालक, आणि त्याचप्रमाणे इतर सामाजिक कार्यकर्ते, साहित्यिक, भाषाप्रेमी, हितचिंतक, इत्यादींनी शनिवार दि० ४ सप्टेंबर २०१० रोजी दुपारी ४.०० ते ६.०० या दरम्यान पुण्यातील संभाजी पुलाच्या दुतर्फा एकत्र जमून आपल्या खालील मागण्यांचे निवेदन जाहीररीत्या सरकारपुढे सादर करण्याचे ठरविले आहे.

१. मान्यता न दिलेल्या मराठी शाळा बंद करण्याचा आदेश देणारे १९ जून २०१०चे महाराष्ट्र शासनाचे परिपत्रक त्वरित मागे घ्यावे.

२. सर्व मराठी माध्यमाच्या शाळांना ताबडतोब मान्यता द्यावी. नैसर्गिक वाढीच्या निकषावर १०वीपर्यंतच्या वर्गांना मान्यता देण्याचे धोरण स्वीकारावे.

३. राज्यभाषा मराठीतून शिक्षण देणार्‍या शाळांना शासनाने आर्थिक साहाय्य द्यावे.

४. राज्याचे शिक्षणविषयक धोरण व नियमावली ठरविण्यासाठी संबंधित ’तज्ज्ञांची’ समिती स्थापून तिच्या सूचनांनुसारच व कायदेशीर प्रक्रियेची अंमलबजावणी करून धोरण राबवावे.

सर्व सुजाण नागरिकांना आम्ही असे कळकळीचे आवाहन करतो की, आपण नियोजित वेळी वरील ठिकाणास भेट देऊन प्रस्तुत निवेदनावर स्वाक्षरी करावी व ह्या मागण्यांना पाठबळ देऊन प्रस्तुत उपक्रम यशस्वी करावा.

वरील निवेदनाचा आपल्या सर्व मित्रबांधवांत प्रसार करावा अशीही नम्र विनंती.

निर्बलसे लडाई बलवानकी
ये कहानी है दियेकी और तूफानकी

एक रात अंधियारी, थीं दिशाएँ कारी कारी, मंद मंद पवन था चल रहा.
अंधियारेको मिटाने, जगमें ज्योत जलाने, एक नन्हासा दिया था कहीं जल रहा.
अपनी धुनमें मगन, उसकी तनमें अगन,
उसकी लौमें लगन भगवानकी.
ये कहानी है दियेकी और तूफानकी...
कहीं दूर था तूफान, दियेसे था बलवान, सारे जगको मसलने मचल रहा.
झाड हो या पहाड, देऊँ पलमें उखाड, सोच सोच के जमींपे था उछल रहा.
देख नन्हासा दिया उसने हमला किया,
अब देखो लीला विधिके विधानकी
ये कहानी है दियेकी और तूफानकी...
दुनियाने साथ छोडा, ममताने मुख मोडा, अब दियेपे ये दुख बढने लगा.

मराठीच्या दुर्दशेबद्दल आधीची रड कमी होती की काय म्बणून शासनाने आता मराठीतून शिक्षण न मिळू देण्याचा चंग बांधला आहे. त्याबाबत कांही माहिती इथे आहे.

सोबत पुढील कार्यक्रमाविषयीच्या सभेचे इतिवृत्त पाठवत आहे. जरा सविस्तर आहे, परंतु तुमच्या माहितीसाठी व सहभागासाठीही. तुमच्या प्रतिसादाची व सहभागाची अपेक्षा करते.

या संदर्भात काही शाळा न्यायालयात गेल्या परंतु त्यांना न्यायालयाकडूनही चपराकच मिळाली. आता जनतेतूनच रेटा उभा रहायला हवा. तो शांततामय मार्गाने, कायदा हाती न घेता परंतु परिणामकारक असायला हवा म्हणून हा कार्यक्रम आयोजिला आहे. तो महाराष्ट्रात सर्वत्र व्हावा व शासनाचे, न्यायव्यवस्थेचे व समाजाचेही लक्ष वेधले जावे, यासाठी....

शिक्षण हक्क समन्वय समितीच्या पुणे येथे दि.16 व 18 ऑगस्टला झालेल्या सभेचे इतिवृत्त



शिक्षण हक्क समन्वय समितीच्या पुढाकाराने पुणे शहर व परिसरातील शिक्षणसंस्था व शिक्षणक्षेत्रातील कार्यकर्त्यांची बैठक दि.16 ऑगस्टला एस.एम.जोशी सोशलिस्ट फाउंडेशन येथे प्रा. रमेश पानसे यांच्या अध्यक्षतेखाली पार पडली. बैठकीत या प्रक्रियेत पूर्वीपासून सहभागी असलेल्या विद्या पटवर्धन (अक्षरनंदन), बस्तू रेगे (पाषाणशाळा), समीर शिपूरकर (विज्ञानाश्रम, पाबळ व अवकाशनिर्मिती), प्राची नातू (ग्राममंगल), सुहास कोल्हेकर (नर्मदा जीवनशाळा) व सुनीती सु.र. (जनआंदोलनांचा राष्ट्रीय समन्वय) यांसह, ग.रा.पालकर विद्यालय, गोळवलकर गुरुजी विद्यालय, समाजवादी अध्यापक सभा, मराठी एकजूट, मराठी अभ्यास केंद्र या संस्थांचे प्रतिनिधी सहभागी झाले होते.



सुनीती सु.र.यांनी शिक्षण हक्क समन्वय समितीच्या आजवरच्या प्रक्रियेची माहिती सर्वांना दिली. मोफत व सक्तीच्या शिक्षणाच्या मूलभूत अधिकाराचा कायदा, 2009 आल्यानंतर, त्यामधील अनेक बाबी चिंतनीय व शिक्षणाच्या आजच्या प्रक्रियेवरही घाला घालणाऱ्या ठरू शकतात असे वाटल्यामुळे महाराष्ट्रातील प्रयोगशील शाळा, वंचितांमध्ये काम करणाऱ्या शाळा आणि शिक्षणतज्ज्ञ-कार्यकर्ते यांची बैठक दि.29 एप्रिल 2010 ला झाली व त्यामध्ये हा कायदा, त्याचे संभाव्य परिणाम व आपली त्यावर प्रतिक्रिया काय असावी यावर सविस्तर चर्चा झाली. याचाच पुढचा भाग म्हणून कोल्हापूर येथे दि.26-27 जून रोजी झालेल्या चर्चेअंती मा.शिक्षणमंत्र्यांना एक पत्र सर्वांच्या वतीने पाठवण्यात आले व भेटीची वेळ मागण्यात आली. त्यानुसार 10 जुलैला संगमनेर येथे शिक्षणमंत्र्यांशी शिष्टमंडळाने सविस्तर चर्चा केली परंतु कुठलेही ठोस आश्वासन मिळाले नाही. दरम्यान, 19 जूनचे महाराष्ट्र शासनाचे परिपत्रक हाती आले ज्यामध्ये शासनमान्यता नसलेल्या शाळा त्वरित (30 जूनपूर्वी) बंद करण्याचा व तसे न केल्यास जबर दंडाचा आदेश होता. वास्तविक मराठी शाळांना मान्यता न देण्याचे महाराष्ट्र शासनाचे मागील 5 वर्षांचे धोरण असल्यामुळे मराठी माध्यमाच्या अनेक शाळांना मागूनही मान्यता मिळालेली नाही व त्यांच्यासमोर अनेक अडचणी उभ्या राहत आहेत. आतातर या जी.आर.मुळे त्यांना अनधिकृत ठरवून त्यांना बंदच करण्याचे आदेश शासन देत आहेत. या मुद्यावरही शिक्षणमंत्र्यांशी या शिष्टमंडळाने चर्चा केली व हे परिपत्रक मागे घेण्याचे आवाहन केले. या शासननिर्णयावर तीव्र प्रतिक्रिया व्यक्त करणारे लेख अनेकांनी लिहिले मात्र शासन जर या सर्वाची दखल घ्यायला तयार नसेल तर ती दखल घ्यायला आपण शासनाला भाग पाडले पाहिजे, कारण अनेक मराठी शाळांचे अस्तित्वच धोक्यात आले आहे. त्यामुळेच या अस्तित्वाच्या प्रश्नावर सर्वांनी एकत्र येणे गरजेचे आहे व म्हणूनच ही बैठक आयोजित केली आहे असे त्यांनी सांगितले.



त्यानंतर मा.रमेश पानसे यांनी या प्रश्नाबाबत सविस्तर मांडणी केली. ते म्हणाले की मराठी शाळांच्या मान्यतेच्या मुद्याच्या निमित्ताने मातृभाषेतून शिक्षणाच्या हक्कासोबतच एकूणच शिक्षणावर मूलभूत विचारमंथन होणे आवश्यक आहे. केंद्र सरकारच्या कायद्याचाही अभ्यास करणे, महाराष्ट्र शासन त्यासंदर्भात काढत असलेले जी.आर.मिळवणे व अभ्यासणे आवश्यक आहे. या कायद्यानुसार राज्य सरकारने आपली नियमावली बनवण्यापूर्वी प्राथमिक शिक्षणातील तज्ज्ञांची समिती निर्माण करावी व त्यांच्या सल्ल्याने नियम तयार करून ते विधानमंडळापुढे ठेवून ते संमत करून घेतल्यानंतरच त्याची अंमलबजावणी करावी असे म्हटले असूनही त्याचे सरसकट उल्लंघन करत शासन धडाधड परिपत्रके काढत सुटले आहे हा लोकप्रतिनिधींच्याही अधिकाराचा भंग आहे याकडे पानसे सरांनी लक्ष वेधले. या कायद्याला 'सक्तीच्या शिक्षणाचा कायदा' म्हटले असले तरी ही सक्ती सरकारवर आहे आणि हक्क बालकांचा आहे. आज 84% शाळा सरकारी आहेत व त्यातूनच सर्वाधिक गळती होत आहे. असे असताना ज्या शाळा शिक्षणाचे काम करत आहेत त्यांना त्या बंद करायला लावणे हे मुलांना शिक्षणापासून वंचित करणे आहे. शिवाय शिक्षणसंस्थांना परवानगी नाकारणे हे संविधानातील मूलभूत हक्कावरच (संविधानाचे कलम 19-छ) घाला घालणे आहे. शिक्षणाचे व्यापक धोरण ठरवून त्याच्या चौकटीत नोंदणी करणे संस्थांना बंधनकारक असावे हे योग्य आहे, परंतु त्या चौकटीत राहून कार्य करणाऱ्या शाळांना सरकार परवानगी कसे काय नाकारू शकते, असा सवाल त्यांनी केला.

मराठी शाळांना मान्यता नाकारण्यातून तर शासनाचा मराठीद्वेष्टेपणाच दिसून येतो असे सांगून ते म्हणाले की मातृभाषा व राज्यभाषेतून शिक्षण घेता व देता येणे हा आपला हक्कच आहे. तो नाकारणे हे घटनाबाह्य आहे. तेव्हा या धोरणाला कडाडून विरोध केला पाहिजे. शिक्षण कायद्यातील कलम 18 च्या मुद्दा क्र. 1 ते 4 कडे पूर्ण दुर्लक्ष करून केवळ मुद्दा क्र.5 नुसार सरकार आपल्या शाळा बंद करायला निघाले आहे. वस्तुत: केंद्र सरकारच्या कायद्यात 3 वर्षांचा कालावधी दिला आहे, ज्यामध्ये (1) 6 ते 14 वयोगटातील प्रत्येक मूल शिकते होणे, (2) वंचित घटकांतील विद्यार्थ्यांना शाळांमध्ये 25% प्रतिनिधित्व मिळणे व (3) शाळांनी आवश्यक त्या पायाभूत सुविधांची पूर्तता करणे यासाठी प्रत्येक वर्षाचा कालावधी गृहित धरला पाहिजे असे असताना शाळा बंद करण्याची घाई का, हे देखील आपण विचारले पाहिजे. तेव्हा आपण समग्र भूमिकेसह परंतु प्राधान्याने पुढील मुद्यांवर लढा उभारणे आवश्यक आहे –

1. आमच्या शाळांना ताबडतोब मान्यता द्या.
2. नैसर्गिक वाढीच्या निकषावर 10 वी पर्यंतच्या वर्गांना मान्यता देण्याचे धोरण राबवा.
3. 19 जूनचा जी.आर.मागे घ्या.
4. राज्याची नियमावली बनवण्यासाठी कायद्यात नमूद केल्याप्रमाणे समिती गठित करा व त्यात सुचवलेल्या प्रक्रियेनुसार धोरण व नियमावली तयार करून मगच अंमलबजावणी करा.



यानंतर झालेल्या चर्चेत सर्वसाधारणपणे या सर्व मुद्यांना सहमती मिळाली. विद्या पटवर्धन यांनी, मान्यतेसोबतच अनुदानाचाही आग्रह धरला पाहिजे कारण या कायद्यानुसार शिक्षण ही सरकारची जबाबदारी आहे असे सुचवले. याला पाठिंबा देताना समाजवादी अध्यापक सभेचे मधुकर निरफराके म्हणाले की शिक्षणावर राष्ट्रीय उत्पन्नाच्या 6% तरतूद असणे 1964 सालीच मान्य झालेले असताना ती आजवर कधीही 3% देखील केली गेली नाही तेव्हा तिचा आग्रह धरला पाहिजे. संविधानाशी सुसंगत चौकटीशी बांधिलकी मान्य करतानाच शिक्षणाच्या पद्धती विकसित करण्याचे स्वातंत्र्य शिक्षणसंस्थांना असले पाहिजे. शिक्षण ही सरकारची आर्थिक व व्यवस्थापकीय जबाबदारी असली तरी खासगी शाळांना सरकारने परवानगी दिलीच पाहिजे असे ते म्हणाले. एकीकडे प्रचंड मोठी फी आकारणाऱ्या उच्चभ्रूंच्या, कंपन्यांच्या खासगी शाळांना शासन पायघड्या घालते मात्र वंचित मुलांपर्यंत पोचणाऱ्या, मातृभाषेतून शिक्षण देणाऱ्या शाळांना बंद करते हे निषेधार्ह आहे असेही ते म्हणाले.

पाषाण शाळांच्या बस्तू रेगे यांनी त्यांच्या शाळांना हक्काने मान्यता कशी मिळवली याची माहिती दिली तेव्हा उपस्थित सर्वांनीच, आपणही अशाच प्रकारे आग्रह धरायला हवा अशी प्रतिक्रिया दिली.

त्यानंतर कार्यक्रमाविषयी चर्चा होऊन पुढील कार्यक्रम ठरला.

दि.4 सप्टेंबर (शिक्षकदिनाची पूर्वसंध्या) या दिवशी संध्याकाळी 4 ते 7 या वेळात मराठी शाळांचे विद्यार्थी, शिक्षक, पालक, संस्थाचालक, समाजातील मराठीप्रेमी व शिक्षणाविषयी विचार व कार्य करणाऱ्या व्यक्ती यांनी एकत्र जमावे. साहित्यिक, नाट्य-चित्रपट व अन्य माध्यमे यांतील मराठीविषयी आस्था व या मुद्यांवर सहमती असणाऱ्या सर्वांनाच सहभागी होण्याचे आवाहन करावे. अलका टॉकीज चौक ते कर्वे रोड चौक, पुणे या दरम्यान लकडी पुलाच्या दुतर्फा हा कार्यक्रम व्हावा. "मराठी शाळा टिकू द्या – मराठीतून शिकू द्या" असे आवाहन करणारी पत्रके, बॅनर्स, पोस्टर्स इ.द्वारे हा निदर्शनांचा कार्यक्रम होईल.

या कार्यक्रमाचे तपशील ठरवण्यासाठी 18 ऑगस्टला अभिजात शिक्षण संस्थेच्या ग.रा.पालकर विद्यालयात बैठक झाली. त्यामध्ये पुढील निर्णय झाले व सर्वांनी जबाबदारी वाटून घेऊन तयारीस सुरवात केली आहे –

· हा कार्यक्रम 'शिक्षण हक्क समन्वय समिती'च्या वतीने होईल.

· या कार्यक्रमाचे नाव 'मराठी शाळा टिकू द्या – मराठीतून शिकू द्या आंदोलन' असे असेल.

· या कार्यक्रमासाठीचे कार्यालय पालकर विद्यालयात चालेल. सर्व माहिती, पत्रके इ.तिथूनच नेता येईल.

· या कार्यक्रमासाठी शाळांना संपर्क येत्या आठवड्यात करावा. प्राधान्याने मराठी माध्यमाच्या मान्यता नसलेल्या शाळांना सहभागाचे आवाहन करावे मात्र अन्यही शाळा, संस्था, व्यक्तींशी संपर्क करून जास्तीत जास्त संख्येने सहभागी होण्याचे आवाहन करावे. हे काम आपल्यापैकी प्रत्येकाने आपापल्या परिसरातील/संपर्कातील शाळांत जाऊन करावे व त्याचा अहवाल येत्या मीटिंगमध्ये (ता.23) द्यावा.

· शाळांसाठीचे आवाहनपत्रक सुनीती व वृत्तपत्रे व अन्य लोकांसाठीचे आवाहनपत्रक सलील कुलकर्णी करतील. प्रत्यक्ष कार्यक्रमात वाटावयाच्या (सुमारे 10000) पत्रकांसाठीचे लेखन पानसे सर करतील. सर्व शाळांसाठी पोस्टर्स ही तयार करण्यात यावीत. ही पत्रे, पोस्टर्स शुक्रवार दि.20 पर्यंत पालकर विद्यालयात उपलब्ध होतील. हीच पत्रके महाराष्ट्रातील अन्य सर्वत्र वाटता यावीत या दृष्टीने शिक्षण हक्क समन्वय समितीच्या महाराष्ट्रभरातील कार्यकर्त्यांना ई-मेलने पाठवली जातील व ते आपापल्या ठिकाणी त्यांच्या प्रती काढू शकतील.

· सर्व शाळा आपापले बॅनर्स, पोस्टर्स, घोषणा इ. तयार करून आणतील, अन्यही पद्धतींनी या विषयाकडे लक्ष वेधण्याचा प्रयत्न करावा. सर्व शाळांनी मुलांकडून मराठी अभिमान गीत "लाभले आम्हास भाग्य बोलतो मराठी, जाहलो खरेच धन्य ऐकतो मराठी"(कवी – सुरेश भट, संगीतकार - कौशल इनामदार) बसवून घ्यावे व कार्यक्रमात त्याचे सामुहिक गायन करावे.

· शिक्षण व अन्य क्षेत्रांतील मान्यवरांना सहभागी होण्याचे आवाहन करावे. अशा मान्यवरांची प्राथमिक यादी करून कोणाशी कोण संपर्क करणार हे निश्चित झाले. आपणही आपल्या संपर्कातील व्यक्तींशी संपर्क करालच.

· आपल्या मागण्यांचे निवेदन तयार करून त्यावर उपस्थितांच्या व रस्त्यावरील नागरिकांच्या सह्या घ्याव्यात. या सह्यांची निवेदने व पत्रके घेऊन पालक-शिक्षक कार्यकर्ते प्रत्येक चौकात (दोन्ही बाजूंकडील एकूण 9) उभे राहतील. सेनापती बापट पुतळ्यापाशी मुख्य टेबल ठेवून उपस्थित मान्यवर तेथे आपले समर्थन जाहीर करतील व स्वाक्षरी करतील.

· शिक्षणमंत्र्यांना या कार्यक्रमाची सूचना देऊन त्यांना तेथे उपस्थित राहून आपल्या मुद्यांची उत्तरे देण्याचे आवाहन करावे. हेच पत्र जिल्हा पातळीवरील शिक्षणाधिकाऱ्यांनाही पाठवावे, व त्यांनाही या मुलां-मुलींना सामोरे येण्याचे आवाहन करावे.

· माध्यमांना पहिले पत्र (आवाहनपर) 21 ते 25 च्या दरम्यान व दुसरे पत्र (कार्यक्रमाबद्दल) 28 ते 31 तारखेच्या दरम्यान वृत्तपत्रांकडे जावे. याशिवाय 4 तारखेच्या स्थानिक कार्यक्रमांत हा कार्यक्रम यावा. या दरम्यान या विषयावरील अनेक पत्रे, लेख इ. वृत्तपत्रांकडे स्वतंत्रपणे अनेकांनी पाठवावीत.

· पोलिसांना सूचना देण्याची जबाबदारी सुनीती यांच्याकडे आहे. आवश्यक तर पोलीस आयुक्त मीरा बोरवणकर यांना भेटावे. हे काम 28 तारखेच्या दरम्यान, एकूण संख्येचा अंदाज आल्यावर करावे.

पुढील बैठक दि.23 ऑगस्टला (सोमवारी) दुपारी 4 वाजता पालकर विद्यालयात (प्रतिज्ञा मंगल कार्यालयाच्या गल्लीत टोकाला, नवसह्याद्री परिसर) होईल. त्यावेळी सर्वांनी उपस्थित रहावे व आपण संपर्क केलेल्या सर्वांना उपस्थित राहण्याचे आवाहन करावे.

This matter relates to the development of computer software for Indian languages and particularly i-Leap. Please give this information pertaining to 3 chunks of periods namely (I) 1991-2000, (ii) 2000-2005 and (iii) 2006-2010.
1. What is the sale and purchase mechanism for iLeap.
2. Was a Policy ever formulated for promotion of Indian languages
on computer, and especially iLeap? How the policy has varied
between 1991 to 2010?
3. How is its pricing done?
Give average price for the above mentioned three periods.
4. The inscript key board developed for gyst and iLeap softwares has been accepted by the Bureau of Indian Standards. What efforts havebeen made to implement these standards?
5. What efforts have been made to popularise this software and to give information to the public about them?
6. Where is such information available on the website of your department and on the website of CDAC? Please give URLs.
For the following questions please read senior level officers = Director or above level, and give information from 1.1.2001 onwards.
7. How many times has there been a formal meeting between the senior level officers to discuss the promotion of Indian languages on computer? Please give dates and names of senior officers who attended the meeting. Please separately mention meetings held with the senior officers of Rajbhasha.
8. How many times the senior officers of the Department met for a formal meeting to discuss the progress of developing internet compatibility of C-DAC softwares for Indian Language. Please give dates and names of officers.
9. How many times the Secretary, Department of Information Technology has attended the meetings which had on its agenda the above two subjects. Please give dates and the name of the Secretary.

Thanks for your prompt reply to my application 14.07.2010 and forwarding the same to the Public Information Officer, C-DAC, Pune.
Your reply to me is unsatisfactory. Some of my questions were pertaining to C-DAC. But, Question Nos.2,4,7, 8, 9 pertain to the Ministry, for which C-DAC cannot answer. I expect replies from your end to the above questions.
Further, even for question No.1,3,5 and 6 please let me know whether the Ministry and Department had any say or these decisions were left completely to the discretion of C-DAC? This information is important and necessary to understand the working of your department.

Education: B.Com. & LL.B.from Delhi University.
I am working in Delhi as an Internal Auditor for Asia Region, in Norway based International Organization engaged in welfare of Blind & Partially Sighted Persons.
With a Vision " Kaise ho sab door gareebi, Amar Prashna hai isi dhara Per" I want to do something special in this direction with an extra ordinary way.
Action Plan: First of all, I feel myself as incomplete in achieving my goal thus I want to be a part of big group who has approximately the same mental state and also want to remain in getting knowledge may be help full in this direction.
At present I want to make available free of cost at least in Delhi a booklet useful for children to aware them for the parts they may play in the nation & society building who are now a day indulged in filmy & fashion related celebrities.

I want to do something in the direction of removal of heavy bags from the soldiers of our light weight children by providing a cheap & useful electronic handhelds.

I want to improve an educational through game (handheld) system like " Kaun Banega Karorepati" so that people / student can learn with fun and when & where it has sufficient time.

I want to make available to the whole nation about 50 to 100 FM channels for providing each & every subject knowledge 24x7 so that all persons can get the education as per the availability of time.

I want to make a mixer of political system in which development can be achieved on the line of Capitalism but every person can get his basic needs to live a life with liberty and with full dignity. No option for any suicidal death.
These are only the gist of my thoughts but are very far from the possibility if taken up by myself without due process with the help of other great personalities like you.
I also want to know about you on the same line, if possible, which will be a great help in making up mind & plan of action about the specific activity we can take up. I can give many more information, if will be asked about any specific project, mentioned above.
I hope above details will give some idea about my dreams, vision, plan of action etc.

But if u like we can begin by taking issues one by one, discuss, come upto a certain point etc. First, the burden of books on the shoulders of children. 2nd, the development model u describe is what is largely the model not of America, but of western socialist European countries like Holland, Germany, Norway etc. 3rd, using radio and TV for education, 4th, program for blind and other challanged people, 5th, development model for removing poverty....And of course sharing of book-contents of what we read. Both the links are very useful. I have already commented on your blog on an earlier article.
Now, I want to express my current & urgent priority to publish a handbook free of cost for every child (30 Lakhs) in Delhi Schools.
Only this project can give us a boost in the field of the social work and which only can attract in easiest way, the attention of the public, media & Government towards our works, visions & farsightedness. Because this work will be totally on different line but which has a direct link with the strengthening of the nation by improving the character & mentality of our children (future of nation) owning their duty towards social & liability in nation building.
After its success, we can do the same, easily for the whole India every year with the help of government, social worker, different companies, national or International.
I am fully confident that it may be possible; if we become successful in forming a group enriched by the presence of some good personalities like you we will be able to implement the remaining schemes directly, by guiding the Government Planning, or from help from International Agency.
As we all know that after proper boosting, there is no further requirement of such fuel for its day to day working which were needed for sending satellites into space because now it has reached in such a condition that it can get the required fuel automatically from sun light.

Background

The career of a sportsperson is uncertain and very finite and it is considered prudent for them to seek out a job while they are performing well in the sport.

Also , unfortunately in India, a sportsperson can seldom pursue a higher education along with his sporting career, Hence, at the time of retirement, he is left with only a basic graduation degree at the most,  which, considering today’s scenario, is not sufficient to make a decent living.

Considering the glory they have enjoyed and brouht to nation and their stature of a sportsperson, after having played and won laurels at national and international level, they would prefer not to start a career in an organization at the lowest rung of the pyramid.

The earnings of a sportsperson in most sports (barring cricket) at the end of his career does not ensure financial security. In order to support his family, sportspersons require a secured job. In a manner of speaking, this becomes a second career after the sports career is over.

In the 1970s, organizations such as Railways, Air India and a few Banks offered employment to sportspersons. Then around 1985-86, the government passed a mandate for the recruitment of sportspersons in petroleum companies.

Due to this initiative of the government, of the 167 medals won at the Commonwealth Games and Asian Games held in 2010, 85 medals were won by sportspersons employed by Public Sector Undertakings i.e. over 50% of the medals.

Current Scenario

Each PSU / government organization has their own terms and conditions for recruitment of sportspersons. Initially, Indian Railways and Banks were the most sought after organizations and boasted of almost all the top Indian sportspersons. Over the years, petroleum companies, Air India, Food Corporation of India, Life Insurance Corporation etc. opened up the gates for recruitment.

Approximately over 750 sportspersons are employed or contracted with these government / PSU organizations in sports such as archery, athletics, basketball, badminton, billiards & snooker, boxing, carrom, chess, cricket, football, golf, gymnastics, hockey, kabbadi, swimming, table tennis, tennis, volleyball, wrestling etc.

Once they join, the sportspersons then represent the organization at various sports meets like the Public Sector Sports Events, Inter-Petroleum Events, Inter-Bank Events, Inter-Railways and so on. Also, at various national and international events, the sportspersons don the logo of the company and project the name of the organization at press events.

Though it is a great initiative on part of the PSUs where the sportsperson is guaranteed a secure job, the reality for the sports stream is a little different.

Once the sportsperson completes competing actively i.e. when he is de-categorized from the sports category, his job profile within the organization changes, it  seldom remains   connected to sports. Essentially, what this means is, that he is distanced from the sports stream. Working full time leaves him with little or no time to give back to the sport.

This is a colosal waste, considering that a large number of talented and accomplished sportspersons are employed in PSUs. If our top sportspersons do not share their experience and expertise with the up-coming sportsperson and impressionable youth, India will continue to lose on the sports front. As it is said, it is wise to learn from mistakes but it is wiser to learn from mistakes of others. Therefore, it is imperative that our top sportspersons be given the opportunity to be engaged with sport after active sports career.

Also, due to the frustration of being kept away from the sports stream, an increasing number of sportspersons are resigning from organizations in order to pursue a career in sports. This is unfortunate as the organization has invested in these sportspersons over many years and are unable to cash in on that investment.

Options for Sportspersons

There are many ways a sportsperson could give back to the sport. The following are some avenues:
Coaching / Physical Education
Talent Scouting
Administration (in state / national sports federations and academies)
Being on various government / federation and selection committees
Media – commentary, print, television etc.
Mentoring and Psychology
Higher Studies in sports related streams
CSR / Social Work using sport as a medium
Sports Management and Marketing

Using sportspersons in these streams would yield the following benefits:

Creation of a system wherein the sportsperson of the country can be channelized by giving back to the country in contributing different aspects of sports (like in China, Australia etc.)
Encourage youngsters to take up sports as a career
Upcoming sportspersons can gain from experience and expertise of top sportspersons
This would enhance medal winning chances in international competitions
Sports associations can have due representation of sportspersons
Sportspersons would have an opportunity to be engaged and give back to the sport
The companies could use this exercise as brand building / public relations / CSR
This would reduce the number of resignations of sportspersons at PSUs

Implementation

A few suggestions for the implementation:

A cap on the number of days of leave may be ascertained for sports assignments in a given year (depending on the assignment) and time-off from office for certain sports assignments with prior permission
The sportspersons may be sent on deputation to coaching academies / state and national sports federations
Sportspersons may be treated on parameters which are different from regular officers. A separate policy may be framed with guidelines on posting, transfers, performance evaluations, promotions etc.
The posting of sportspersons may be according to the sporting activity in the area of posting
A sports cell may be formed in the organization where these sportspersons could be posted. The strength of the sports cell could be 1:10 i.e. 1 officer per 10 sportspersons recruited in the organization OR an officer for each of the sports where the organization fields a team.
A sports academy may be set up or coaching sessions may be organized by these organizations using their existing infrastructure and using these sportspersons for the same.
The sportspersons should be made to use sports for CSR activities of the organization.
The role of the Sports Promotion Boards of the Public Sector, Petroleum, Railways etc. could be enhanced.

All India Public Sector Sports Promotion Board

All India Public Sector Sports Promotion Board (AIPSSPB) is the apex body for conducting sports activities amongst Public Sector Undertakings. Leading Public Sector Undertakings like ONGC, Indian Oil, BPCL, Oil India, FCI, Life Insurance Corporation of India, BSNL, Air India, Airports Authority of India, who actively promote sports are members. In all, about 26 organizations are members of the AIPSSPB.

Member Organizations conduct All India Public Sector Tournaments in Cricket, Football, Badminton, Chess, Carrom, Volleyball, Table Tennis, Athletics, Hockey, Kabaddi on behalf of the AIPSSPB. These tournaments are organized annually on the basis of calendar finalized in the Annual General Meeting. An award function is also held on the day of the AGM in which the 3 best performing undertakings in AIPSSPB tournaments are awarded prizes.


PETROLEUM SPORTS PROMOTION BOARD (PSPB)

Petroleum Sports Promotion Board (PSPB) is the apex body for conducting sports activities amongst the member organizations in the oil industry. Leading organizations including ONGC, Indian Oil, BPCL, Oil India, HPCL, actively promote sports. In all, about 13 organizations are members of the PSPB.

Member Organizations conduct PSPB Inter Unit Tournaments in 16 disciplines including Athletics, Badminton, Basketball, Billiards & Snooker, Bridge, Carrom, Chess, Cricket, Football, Golf, Hockey, Kabaddi, Table Tennis, Tennis, Volleyball and Veteran Cricket on behalf of the PSPB. These tournaments are organized annually on the basis of calendar finalized in the Annual General Meeting of PSPB.. An annual award function is also held by PSPB in which the 3 best performing member organizations in PSPB tournaments are awarded prizes after computing their aggregate points. Majority of the top sportspersons in various disciplines are from the Petroleum industry.

Proposal for Secretary, Tribal Welfare GoI


In view of the appointment given by Hon’ble President, the group headed  by Shri Dilip Rao Agale, representing the Matang Samaj of Maharashtra, the following issues/proposals are submitted for kind consideration.

Introduction:

The Matang Samaj of Maharashtra has its presence in almost every village but, it has not been able to derive reasonable benefits of the overall development and progress happening in the country due to a variety of reasons.  Education has not reached them.  It is estimated that:
(a)20% children do not get enrolled in schools ;
(b)Another 60% children drop out before Std.V;
(c)About 15% children drop out before reaching Std.X;
(d)Only less than 5% children reach upto graduation.

Broadly the Maang, Matang, Dombari, Maang-Garudi and such other communities do not possess Ration Cards and thus their absence from Schools is not easily noticed.  Hence, the general education programmes do not create any sizeable impact on their conditions.

We therefore, propose some mini and mega schemes as below:
I.For Sports education and encouragement;
II.For Vocational and Skill education;
III.Program for Women;
IV.For Folk and Theatre education and
V.General education.

I.Sports Education and Encouragement:
The children from these communities are found to possess good skills for athletics, gymnastics and are good at running.  Similar skill exists among the children of Paradhi, and a few Tribal communities.

(a) Vastad Lahuji Salve Sports Scholarship:  A Pilot Project for first year in 10 districts and a regular project for next five years in all districts is proposed at Annexure-I.

Under Pilot project, Scholarships will be given to 40 children (20 girls and 20 boys) per year/district at a cost of Rs.5.00 lakhs per district.  The children will be selected solely on the criterion of their potential to excel in Athletics, gymnastics and Malkhamb, irrespective of the educational standards and will be attached to renowned Talim or Vyayamshala. A stipend at the rate of Rs.2,000/- per month will be utilized for payment to the Talim and towards nutritional diet and contingent expenses of the child.

(b) Opportunity to run in the Mumbai Marathon
In view of their skill in running, they may be sponsored. from out of 10 selected districts of Maharashtra (2 girls and 2 boys per district) to participate in the ensuing Mumbai Marathon event.  The Secretary, Department of Tribal and the Secretary, Department of Social Justice and Empowerment can be asked to frame suitable sponsorship schemes.

II.  Vocational and Skill Education:

The above communities have production-skills which are basically related to rural life-style and which were acquired as a community skill.  Some of these traditional skills have become redundant in view of industrial production.  Hence, newer skills have to be introduced.  Generally, the Department of Vocational Education under the Ministry of HRD and a number of agencies working under the other ministries have  programs to impart skills. Department of HRD, Department of Labour, Department of Industries and Commerce and Department of Women and Child Development, all have some programs for vocational training.

Such skill education has to result in gainful entrepreneurship-- mostly in the tiny and cottage sector.  However, the entrepreneurship necessarily requires --
(i)Technical skill;
(ii)Managerial skill,
(iii)Marketing skill,
(iv)Finance-management skill (dealing with Banks, loan proposals etc.).

The present vocational Training courses do not include the non- technical but, essential training components.  Hon’ble President’s office may initiate a series of brain-storming sessions to tackle this issue with specific reference to the Matang Samaj of Maharashtra.

III.  Programme for Women:

One  issue related to the above is discussed here.  It is pertinent that the traditional Devadasi system prevails largely in the Maang and Matang community in Maharashtra, for reasons of poverty.  In a specific instance, nearly 150 Devadasis of Kolhapur and Sangli districtgs were given the benefit of a “Devadasi Economic Rehabilitation Programme” taken up by WMDC (Western Maharashtra Development Corporation), Pune, from 1985 to 1989, under the leadership of the then Chairman Shri Ulhas Pawar. The training-cum production center of WMDC is located at Gadhinglaj (dist. Kolhapur). The programme has been left without any attention. as WMDC proposes to hand it over to MAVIM (Mahila Arthik Vikas Mahamandal). However, specific yearly funds need  to be allocated to MAVIM for the next five years for reviving the above program. It is also important to monitor the implementation through a committee which may have members such as Shri Ulhas Pawar, Shri Dilip Rao Agale, Shri Baba Adhav (A social activist from Pune) and Shri Vittal Banne (Another social activist and Ex-MLA from Gadhinglaj), Many beneficiaries of the above mentioned program are still continuing their vocational activities at a much reduced scale in the vicinity of this training centre.  At least 50% of them belong to Maang-Matang community.

IV  .Folk and Theatre Education:

The Maang-Matang community is also known for their skills in Folk Theatre including music, dance, drama and instruments playing.  Smt.  Vithabai Narayangaokar, a talented Lavni dancer from this community also had an occasion to receive felicitation at the hands of the then Hon’ble President of India Shri R. Venkataraman.  The Govt. of Maharashtra can establish an Academy of Folk Theatre in her name or may partly fund some group or trust who is dedicated to such cause.

So also the Vithabai Narayangaokar Folk Dance Awards which were given by Govt. of Maharashtra only for one year, may be institutionalized as a yearly event so as to encourage the skills from this community.

As an alternative, Artists from this community may be allowed special grant-in-aid for preparing for the participation in some of the Folk dance events organized these days on private TV channels.

V.  General Education:

Considering that the benefits of general education has not reached the Maang-Matang community in a respectable proportion, there appears to be need for special monitoring of the General Education Schemes and their impact on  this community. The same is more true for the girl children  Special scholarships can be institutionalized for ptomoting schooling. At the same time, more facilities for distant learning and flexi-learning are needed.


ANNEXURE-I

VASTAD LAHUJI SALVE KREEDA SHISHYA-VRITTHI (SCHOLARSHIP)

Scheme Details:   of One unit consisting of One district for one year at a cost of Rs.5.00 lakhs are described here --

(a) The Collector will select five Talims or Vyayamshalas of his district for this purpose and for a preliminary meeting with them to ascertain the monitoring details and criteria for success.

(b) The District Sports Officer will select suitable girls and boys from the communities of Maang-Matang, Garudi, Dombari, Paradhi, Darveshi, and Nandibailwale (the nomadic Tribes) to be affiliated to these Talims.

© A batch of 2 girls and 2 boys will be attached with the Talim for a rigorous training of 5 months in sports such as Malkhamb, Gymnastics and Athletics.  They will be met with the following expenses.

1.  Nutritional food per child/month =   Rs.800/-
2.  Contingent expenses per child/month        =   Rs.300/-
3.   Fees and service charges for Talim
       @ Rs.900/- per child/month =   Rs.900/-
        --------------------------------------------------------------  
 4.      Total per child/month =   Rs.2,000/-

5.     Total for a batch of 4 children
         and 5 months Rs.2000X4X5                  =   Rs.40,000/-

 6.   Therefore, for 2 batches of 5 months duration in a year,
the expenses will be                              =  Rs.80,000/-

  7.   Expenses for 5 such Talims per district   = Rs.4,00,000/-

8.Funds to be kept with the Collector for
organizing any events to promote the above
activities, including competitions, and expenses
of judges of the competition, survey reports
promotional awards, public awareness, etc.   = Rs.1,00,000/-
Thus fund requirement for 1 district               = Rs 5,00,000/-

For the first year, this activity can be taken up on a pilot basis in 10 districts at a cost of Rs.50 lakhs.

For all the 36 districts of Maharashtra per year  = Rs.1,80,00,000/-
for five years.                                                      = Rs. 9,00,00,000/-

I am not inclined yet to suggest any "Duty towards Nation" which is something very big. But i want to suggest smaller steps. For example, can we work to ensure that coming Mumbai marathon, there should be at least 10 men and 10 women participants from the pardhi community of Maharashtra, which is a highly poverty stricken, illiterate, dubbed by British as criminal community, but excellent runners. They have a higher population in solapur, Beed, Parbhani, Sangli, and Usmanabad district. Those who can work on this may form a group and we can make it happen.

shashi , I have joined your group and agree with many sentiments, but would urge all to remember the contributions of ASHFAK ULLA ( close friend of Ramprasa Bismil -- who was a staunch hindu but more staunch Indian and author of the much revered song Sarfaroshi ki tamanna ..), hAWALDAR ABDUL HAMID ..( who became a martyr on the battle front, fighting against Pakistan) Mughal King Humayun (whom Karnavati the Queen of Chittod sent a Rakhi and who came to protect chittod against the attack of bahadur shah). Even Razia Patel of Pune who is fighting against suffocating fatwas against women. We need harmony alongwith pride in being Indian. Surrender to terrorism -- a big NO but efforts for harmony, and amity -YES.

Some very highly startling revelations have been made in the media in last few days where allegations of very serious nature have come up. In the center of all this turmoil is a person named Ms Nira Radia.
What have created the storm are some documents and taped conversations. The documents include the so-called letters written by Sri Vineet Agrawal, a B Tech from IIT Delhi and an IPS officer of Maharashtra Cadre, 1994 batch to Sri Milap Jain, a very senior IRS officer and currently the Director General of Investigation in New Delhi. Sri Agrawal presumably wrote this letter while he was DIG of Anti-corruption Branch in CBI at New Delhi. From the contents of a letter circulating widely on Internet, it seems that the case No RC DAI 2009 A /0045 relates to section 13(2) r/w 13(1)(d) of Prevention of Corruption Act in which allegations as regards criminal conspiracy between certain public authorities and private persons in the grant of UAS licences related with the Ministry of Telecommunications in the year 2007-08 are being investigated. As per this letter dated 16/09/2009, Sri Agarwal mentions that one Ms Nira Radia of Noesis Consultancy was actively involved in this criminal conspiracy.
The names involved in the case include a Cabinet minister and a State minister and a few bureaucrats, These are the varieties that do not make any special impact on any person’s mind because scam after scam many of these groups have lost so much of their shine. But there are at least three names that clearly rattle us and make us both shiver and shriek. They are the names of Mr Ratan Tata, Mr Vir Sanghvi and Ms Barkha Dutt. None of them need any introduction in India. They are among the top persons in their profession. But more importantly they are also the symbol of highest ethical values. They are the role models. They are not ordinary fellows like me and you for whom “sab kuch chalta hai”. They have been known as being non-compromising tall figures in the world of selfish pygmies.
And yet sadly all three of them are being named in these correspondences as tainted hands. The documents that are in circulation as Top Secret ones have the names of Mr Ratan Tata, Mr Saghvi and Ms Barkha scattered all. It says- “On Mrs Radia’s and Kanimozhi’s behalf Barkha Dutt and Vir Sanghvi were negotiating for ministerial birth”. Again it says- “There is a big conversation between Mr Ratan Tata and Mrs Radia which establishes that Mr Tata wanted to prevent Dayanidhi Maran from Telecom Minister at any cost.”
I am sure that the entire nation would be interested in knowing the real facts in this case. It is either that these documents are reports in circulation are absolutely false and fake or they are true. In either case, it would be appropriate if the truth is brought forth and everyone comes to know of the real facts. Many of us, who have been the fans and followers of Mr Ratan Tata, Ms Barkha and Mr Vir Sanghvi are all the more concerned to know where exactly the truth lies. A Nation needs heroes and playing with such hero’s reputation and heroism is a heinous crime.
But on the contrary, if these facts are correct and what Sri Vineet Agrawal’s so-called documents state are true then appropriate justice must be done at all costs.
Not everyone would be knowing that Mr Agrawal is the author of a book “Romance of a Naxalite” about his stay in Gadchiroli district, a Naxal infested district in Maharashtra. His romance with destiny might have begun now.
And now the National RTI Forum is also doing its bit by asking for veracity and truth about the above mentioned documents thru the provisions of the RTI Act.
